Promotion are decided by your manager's approval.

Even 12 months completed employees in the project may get promoted if he/she in good book of the managers.

I have been here in this company for more than 6 years. I should be in the position of team lead.But previous project managers never want to be given promotion even though I have completed 4 years in this company
