A junior from my project joined Accenture last March and was on boarded into this project in June, he wants rolloff, but my manager told him that he should atleast complete 18 months in this project before getting rolled off. Is this True? Or does my manager want to save his reputation?

If the junior is ASE, yes there is a policy to be in project for 18 months.
