Orange in what ...delivery, finance or contract or client feedback or overall. Orange ideally would represent a RAG status which means red amber green. Amber is where projects are when not everything is fine and that particular focus area is tracked in amber or orange to show to leadership that there are areas with problems

Telling these details only during appraisal means some close puppet will get some benefit and hard workers were made to realise that they didn't put enough to keep project green.
