What kind of promotion it is when the person promoted as AM still acts as TL and the person promoted as TL still does no more than a Sr.Analyst

These higher ups are refusing to give up their existing roles and occupying the limelight of work responsibilities. And they barely have anything new to do in their new role and it's unnecessarily becoming a budget overblow for the project where the other resources are unable to take on +1 level responsibilities

What kind of a team am I on?
