Trending @Accenture; Need an advice

It's been 1 year since I joined Accenture. I wanna raise relocation request. My manager denied on the first attempt. When I tried raising the request again, manager escalated the request to the PMO without the reason that I have mentioned. PMO has denied my request.

Can I directly mail/message PMO mentioning my reason for raising relocation? Is it appropriate to message directly to PMO or should it go only through the Manager?
