Trending @Accenture; National Apprenticeship Scheme Scandal?

Am I wrong or there is a full scale scandal going on with National apprenticeship scheme, being full time employees and even when the scheme is there to target only fresh grads we were still forced to register on the NATS portal with an impending offer from Accenture as apprentice, even though there was a stipend mentioned it was personally denied, I reckon it's just for showing the fulfilment of CSR and numbers as how many students they took as Apprenticeship and probably how many they retained.
