Trending @Accenture; My vp was decreased will it affect in next project. TL or manager can help me ?

 Initially I will pay was 8.5% but last year my manager decreases 2 5.5 don’t know the reason he just told that it’s due to budget. Generally i get 25 as vp but last time i get 18(a promotion). What should i expect in this cycle? Will vp be change. Project is toxic as hell if i change my project will my vp will be fixed to 8.5 again as 5% is very low please let me know what should i do ?
