That's definitely not a good way to say no. Check if something is in your bucket that is urgent and that is bothering your manager if you will go on leave and if in case there is no backup for you, then I would suggest not to go against his/her decision.

But on the other note.. if you or any of your colleagues don't like manager behaviour then consider approaching the HR team for the resolution.
