Trending @Accenture; Leads/AM/SM is it possible that the ASE whose MAL is more is given more preference for promotion? Irrespective of their performance?

Being a Manager let me tell you, In appraisal perception matters more than performance. MAL is not a big factor, maybe your lead don't consider important for his team, that's why giving MAL reason.

I was 18 months, p3+, had multiple certifications, good feedback from onshore, techleap cleared, good performance, lead was happy, but still, I didn't got, stating the reason there were other ASE in different teams within project with more MAL than me.

MAL is very subjective , earlier it used to have value but now it's the last deciding factor.

First Foremost Competency in Paper , then Actual competency shown in project , Ownership in Deliverable those play crucial .

Offcourse no one will consider a ASE at 6 month for promotion , but with 12+ MAL you can be in race .
