Our situation is more pitiful.. in my circle, some of the Ms were directly told, start looking for opportunities, anything can happen in June.. it is a sign of threatening with lay offs

This is highly unfair and such attitude is a way of exploiting resources. Even managers know the market is not great and situation here is going to be pathetic irrespective. The least they can do is raise a voice when they are in a position where their voice is heard.
