See if you really feel that you're competent enough to get a promotion, fight for it. Never hesitate to ask for these things. Discuss with your manager or even senior manager about this, raise a grivieance vocally.

Don't go by the years because I have few people in my team who are in the same position for the last 4 years as the performance is not up to the mark.

Same situation, but my manager said she will promote if there is any slot. Without communication don’t expect!

Fight for your promotion, only then you will, no one would serve it to you
