It also depends upon the other candidates and MAL is sometimes used as a tie breaker. Promotion quotas are very miniscule, at a level there might me just 1 quota and the mangers in the talent discussions might have overall recommended 3/4 folks, then each one will talk about why their person’s case is strong, MAL/certifications etc then come in to the picture as a tie breaker

Promotion isn't just about MAL (Months at Level). Generally, 18 months is a minimum, but performance, feedback, and manager's discretion are crucial. Internal politics and project budgets also matter.
