MAL is just a scam. If they want to promote you, they will, if they don't want to, they won't. They use MAL as just an excuse if they don't find anything else which will help them to not promote you 😁

You will get a promotion if the DU/ MU etc have the budget else nothing. All these MAL / proficiency level etc are used to filter out people when the budget comes. So if your market has one slot and you are up against someone with more MAl that person wins.
