If someone puts a challenge ( happens in case of someone puts a softlock) the first priority would be given to the person who places the softlock if they dont take any action the resource gets automatically locked to the one who places challenge. You can ask your TFS to remove the softlock else it will placed for long time unless a challenge is placed ( after that 5 working days)
