I have been working since 3 years in Accenture I always ignore the promotion can someone has how to get promoted I am still at level 10 and even after I have 7 year experience.

Learn new language/skill, Show new certifications (atleast 1), be visible to your supervisors, as in be proactive. And then may be you would be considered for promotion.
