Yes it affects your bonus, if you're 100% chargeable/billable you'll get bonus completely (whatever % you got). If not it is deducted according to your chargeability .

What is this metric? We have been asked to not fill entire hours on the wbse. Now if I do that, I will not get my bonus but get a deduction on it?

Chargeability also affects your promotion chances provided your are already in promotion discussions. If you are not 100% chargeable, HR will question it.
