Accenture relocation policy have changed now, one need to stay 24months at current location to change

I think it depends on which vertical you work with. I needed to stay in Mumbai (prev location) for about a year and then I requested a change to Gurgaon (current location and hometown), the whole process took 3 emails exactly and an approval from a LVL 6 leadership

Also, I guess portal got unfreezed either last may or in hune

Also you can directly talk to management if they can let you transfer to Kolkata.
Though I got mine changed to Kolkata 2 days before onboarding. So just have a talk with hr and other responsible people.
