Can we reject a project if we are hardlocked ? I am about to get rolled off from current project at the end of September. other managers started reaching out to me.

You can say to new project that your existing project will continue with you. So you can't join new project based on that you can get refuse to join new project. There might be an HR call after that

If you're hardlocked, rejecting a project is tough. You can discuss with your manager or HR. If you're about to roll off, explore new opportunities but be ready to negotiate.
