This is horrible, I am also facing similar threat from my people lead and manager after I resign, never understood what they are targeting and initially they are not happy with anything as managers they want to ruin employees careers there mental wellbeing and physical health. Would never going to suggest Accenture to anyone this place is Intolerable

Nobody can threaten you. Resign and serve notice period peacefully. If they do then involve HR or escalate it to higher ups.

I guess she didn’t resign earlier and just went along with what her manager has said. The point here being - if you have nothing in written from HR just don’t do that. Managers always want to cover their asses first. There are very few who would actually about the people reporting to them.
Being an experienced professional she showed her naiveness. Nothing wrong in trusting your manager but having it in writing form HR.
