If you are ASE you will get, note you need to have completed exactly 2 years before the appraisal date. They will try their max to delay or block. for remaining roles depends on your manager.

How I will ask for promotion
Since from now they are saying we didn't have a budget

Don't ask demand. Make your side all clean. And say you are eligible for promotion and you need. Being silent won't help you and no need to feel anything bad about saying the same , we are working for to be rewarded fairly only
