if soft lock project doesn't convert their SL to HL within 5 working days, SL release and challenge execute

I also have got challenge lock mail, so whom should I contact to get the hardlock, the project which already had softlocked me or the other project which challenged soft lock?

If soft lock project reached you for evaluation and follow-up with them if they are converting to HL, If they rejected contact challenge project if they want to evaluate. It's upto project readiness to take.
