I previously worked for a client and was using their WBSE untill Aug15th and after that I was released and got into a new project . Now my manager from the previous client is calling me and asking to cancel my timesheets from June to Aug saying that No work has been done at that point . What should I do ??

Just ask him for another WBSE, if he can't provide he has no business asking you to cancel and you should escalate

If you are officially on a project and rolled of on 15-Aug. you have full right to use the project WBSE irrespective of the work done on project.
