Yes you can on workday. And if your managers manager is good it will affect the current manager. But that's a rare case. But if you're leaving sure go ahead.

Yes you can, and it's very simple in workday. Remember, managers do have managers. It will effect somehow if his manager wants to use it by some point of time 😁
