My current CTC is 5lpa and cl11, I've been contacted by another Assoc Manager to switch to his project. Is there an option to ask for hikes in this situation, after the Nov cycle?

You can ask anything, you won't get nothing but promises that they'll handle in next cycle and also depending upon your performance or skill visibility.
