Trending @Accenture; Base location change after onboarding

I have been recently onboarded @ Pune. Initially I gave location preference as Chennai, Bangalore and Hyderabad. But I got Pune while I asked HR they said I can't change the base location and it's non negotiable. Recently I talked with my manager and mentor, they informed me that they specifically told HR to give the candidates preferred location. And they told me to contact HR for a base location change now. I contacted the HR and she told me it will take 12 months from the DOJ to initiate transfer. Is there any other way?
