Mee to received same email and recommended for promotion lets see what happen, but i don’t think this will affect

Leads says certification proficiency app other things required to be promoted
But i my project the candidate got promoted who don’t have these

Yes, its upto manager. Even though you have met all the criteria’s for promotion but they will mark you down for RTO compliance.
