I am a Site Reliability Engineer at a US Custodian bank (Finance) today my manager asked me to ensure that total breaks in a day don't exceed 1 hour And to ensure continuous coverage , the team members shouldn't take a break together
Is this legit? Isn't it toxicity?

Your manager should have phrased this as “please maintain coverage during working hours and plan breaks amongst the team to make sure that there are no coverage breaks” it would have been fine. Your manager needs to work on his communication but this is a reasonable expectation which would have been outlined in your contract (the one hour break thing).
