Today is working 2nd October

Manager said that comp off will be provided but from the last 2 years not even one comp off has been provided.Manager even doesn't approve leaves so a lot of earned leaves and casual leaves.last year all casual leaves lapsed.

That's unacceptable. You should escalate this to HR or higher management. Your leaves are your right, and they shouldn't lapse due to managerial negligence.

If you are working on NAtional holiday u will get the pay for the same , u can connect with HR

This is not correct and Org rule. Escalate to HR in a formal way (email). If no response top up next level.

Where is your location and what is your tech skill ?. I think you may ask for release and look for other projects than tolerating these guys or might need to escalate and defend strong.
