Than to address the mail to CEO. Write a mail to ur delivery head, delivery manager, managers and HR and RMGs and all u are reporting, and address your aspiration and skills and question them what is going wrong. Instead of the Band Distribution, you discuss what role u can perform better or what they are expecting from you. These are valid to respond than the Band Distribution thing as it seems like u are frustrated so they may not respond. Try this instead. If you really want to take a step and discuss.

Nothing will happen , revision of band is just a scam in TCS.

Always drop these type of mails to CHRO and not CEO.

Send a mail to Project HR and CCing all of your HRs from your Ultimatix, and Regional HRs by their common mail id. And keep your work documented for which you are raising concern.
