I think it's for the best. Infosys is the worst company. You will find better options

Yes they clearly said without pf or form 16 we cannot proceed
PF is mandatory as thats the way they check if you have actually worked and that the experience you boast is valid about.
It varies for position and role of the offer you were supposed to get. Form 16 has nothing to do at all. You can show ITR claims but thats all they should look for.
Govt job is better than Infosys, you are lucky. You will realise this soon
