Trending @Cognizant; TMP Portal doubt

I am in bench right now. IN TMP portal, few SO are auto suggested, if I reject it by saying location constraint, I am getting mail from hr, that project should not be rejected due to location constraints, but I got a SO suggestion where my skills don't match with the requirement. Can I state the skill mismatch as a reason for rejection. Or this reason will also not be accepted by HRs?
