Tips on getting hired / noticed by hiring managers

Would love to hear from hiring managers or TA folks. With most job posts getting overwhelming responses within an hour, what are your suggestions to get noticed in the crowd ?

Do referrals (by low-mid level employees) still work, given the large pool that gets accumulated via LinkedIn etc?
