Tips for notice period negotiation?

Any tips for notice period negotiation up to 2 months? How to start the discussion with Manager or HR before or after resignation while you are allocated/working on a project?

One of my friend got release in 2 months. As per his discussion with HR, it totally depends on manager. If manager is ready to give early release then they don't have any issue. HR was open to give release in 45 days as well
