Tier-2 startups are winning

Lower operational costs compared to metros, untapped talent pools with high retention rates(zoho is even going to tier 3 and setting up offices there!), focus on hyperlocal solutions like vernacular apps. But the Q is: can Tier-2 startups outpace metro-based ones? IDK
