Thoughts on H1B- visa fees

Do you think if this law is really applied, most of the Indians have to come back as they would be either fired or won’t get another job there due to this fee ? My argument is say there are 10 Indians working in a firm, so to renew their work visas, the company would have to shell out 1 million dollars (100k per person) Or it is just a gimmick from trump due to trade wars
