They sourced it from a Twitter post.

Twitter post was from news circulated on WhatsApp.

Who's really at fault?

Times of India sourcing it from Twitter and directly attributing it to the one who shared is at fault. One simple background check on LinkedIn would have revealed but they failed to do.
