Why is everyone so worried about PF overlap? Does the gvmt penalize such case?

There is no penalty i think, but at the time of withdrawal you may have to visit the EPFO office several times due to overlap. And we all know how things work at any government offices.

Try to avoid any PF activation . During the BGC , overlapping PF is the biggest problem . You can do freelancing , just take money in someone else account . I have myself done through upwork & fiverr
