Then what? People will hire cheap labours to do that, paying 5 cents per bottle & keeping 20 for them. People will start manufacturing plastic bottles & start scamming Gov. Companies will start selling you water at higher cost.
And ultimately inflated plastic bottle prices, which won't harm any rich or upper middle class since they will switch to Copper or something.
Guess what will happen to the other India?

I think manufacturing cost is more than what they get from a collected bottle. Yes I agree , the scrap collector business is doing the same. Ask labour to collect plastic.
