Idiot. Everyone pays tax - because all consumption is taxed. Take an example of a shopkeeper. He pays taxes, hence would also keep prices in a manner that accounts for the taxes he pays. He pays income tax, but that money is recovered from the consumers. If government were to not tax them, competition would drive down the prices, because shopkeepers would have more margins to compete with. They'd compete away the surplus margin due to the removal of tax. In the end, it is always the consumers that bears the tax. (There is also a basic concept of deadweight losses, which is taught in economics 101, but I'm not covering that here.) But essentially all the taxes that are applicable on some income, ultimately comes from the consumers' pockets that paid towards that income.
And GST is straightforward. I hope you can understand it. So it is not 2.2%, it is practically all Indians who pay taxes.
Before labelling someone idiot, just have the basic understanding that 2.2% is the % of people paying direct taxes.

If someone writes "taxpayer as a % of population" then I must tell them that taxpayer just doesn't mean direct tax payer. If you don't get that, calling you an idiot would be seriously overestimating your cognitive faculties.

Unfortunately, this minority doesn’t even realise how it’s been looted by others. By both at the top and bottom of the pyramid.
Its hightime Indian Govt should consider linking atleast some benefit for the direct taxpayers.
Something like Priority & Free healthcare, Life Insurance cover, or kuch nei toh atleast children’s education in private school, colleges should be given at subsidised rates.
This minority is further divided on Caste/Religion/Language.

Why would the government make heed to 2.2% of the people when they can just win 40% votes from the remaining and rule?
Yeah I understand that this 2.2% of the population do not need any help which the lower economic strata requires but think that if 80% of the people were well to do and any party could appease them, then why would they bother helping remaining 20%?
