The end for my probation of 3 months is getting near and I've been informed that it is being extended by 3 more months since there hasn't been a lot of improvement in one project since it was started recently. For the other project I've been able to show tremendous growth. I am planning to switch my job since there's an instability in my mind that I might get laid off even if I perform well for the project that hasn't seen much improvement. What reason can I give to the new recruiter for job change without coming across as a job hopper??

Just be confident on your self and make some story. I too left my first job in 10 months. So chill, man. Give a reason that there is no growth in same project and i have been not given any new responsibilities. So i dont see future in my current job. Then praise the recruiter's company 's projects. ( Read company 's website)
