One of my friend completed 3 yrs in june and last week got promoted to TA (JL4)
Earlier compensation - 4.2L
After role Change - 4.85L

Years of experience is just the most basic criteria. The higher the level you go the relevance of it decreases and other factors come in play. If at 3 years of exp you last two commendable ratings and above. Most likely you will get a promotion. Ensure you keep pushing your managers as well .
