Trending @Accenture; Techleap promotion

Cleared techleap 2 (gave exam in oct, got result in Jan), 1.5 yoe, 1y+(and running) in a chargeable role but still didn't get promoted. No one from my management has any idea and my HR isn't even responding. People who joined 6 months after me, got promoted and they aren't responding either on this. Any idea on why this happened or to whom shall I contact on this?
