TCS to other TATA group

7+, C3A. I have been trying to switch bcs of low Salary and area of work. I saw a great profile that matches my experience in other TATA group of companies. When I reached out for a referral the guy told me that they can't hire candidate from TATA group of companies as per policy. Is this true?
