Tcs promotion

Hr mentioned that there should be 3.5 years in last promotion to be eligible for next promotion. I cannot see this in ultimatix. I can see promotion grid maximum time is 36 months if last rating is C. HR sent me email regarding 3.5 years clause. I cannot see that anywhere. Checked with band 9 he mentioned maximum is 36 months. What should be next step. I have a call with tcs leadership and HR. What should i mention. All levels recommendation done for my promotion. Only HR part left.
