TCS onsite associates asked to collect Degree certificate + CTC

In my team our onsite Team member is being asked to collect degree certificates of onsite & offshore team members and also asked to provide CTC of associates which HR going to submit. They said some new TCS-US law

Anyone also experienced this ask?
