Tcs offer delay

I was interviewed at TCS and all the process was done till hr discussion, also the docs were verified after that. But didn't release the offer letter yet and now saying recruitment is on hold, so will get back if it resumes.

Can anyone guide me if it happens? Whether should I hope for the offer ?
