Tcs notice period

If I am in a project release period and I need to switch to another company. But a 90 day notice period is a big problem there. So the other company is not sending the offer letter.

Can't resign without having an offer in hand.

If HR is also too strict what are the possible options to get early release ?

Is a buyout possible in TCS?
