TCS location change request Rejected?

Hello everyone. A colleague of mine wants to shift his place from Pune to Goa but his request was rejected due to non-availability of place. Is there any way to get a seat in Goa ODC?

He can only if his project has an ODC in the location that he is currently looking for ...or else he need to find a project which is having an ODC in that location as well..
