Tcs linking variable pay to wfo- why don’t they include travel time to working hours

Let 9 hours of work include your travel time too !! Let’s say we can’t travel for 3-4hrs and again for 9 hrs . Either give wfh or include my travel time to working hours ! As I am going to office it’s also a purpose of work ! Or I would be happy to take a house next to office for rent provided employer gives hra equal to my rent !! For instance my hra is 10k but rents near by office are nowhere less than 30k and goes upto 60k for luxury apartments!! Considering all that wfo is nothing but punishment for choosing tcs
