Don't relate all to layoffs. May be due to a technical glitch. Layoffs will end soon(PPL themselves start going out soon) the market will be up& running.

It's probably for all the associates. I'm C2 and after opening speed observes the same. It's might be some technical glitch or bug. Please don't relate everything with C3A & C3B to create panic. Do atleast some mininal research before Posting something!
